opencode e164d51574 feat: compare limit 9, format-aware import placeholder, help links

- Raise compare limit from 8 to 9 (server + client, toast on overflow)
- Make import textarea placeholder match selected format (CSV/JSON/YAML/auto)
- Add GuideHelp links to admin create/edit user dialogs and tool import dialog

Fixes & Polish

Compare: The limit for comparing tools side-by-side was raised from 8 to 9 tools — enforced both server-side and in the client. Attempting to add a tool beyond the limit no longer adds it and now shows a notice (previously it wrongly showed the "nothing to compare" page).

API Changes

GET /compare: now accepts up to 9 ids (previously 8).
